Important Information

The Community Resilience Grant Program aims to support projects and proposals which improve Community Resilience to disasters in South Gippsland. 

Grant Guidelines

  • The Community Resilience Grant Program is a one-off, time limited program. 
  • The Community Resilience Grant Program is a one-off, time limited program
  • Community Resilience Grants can provide a maximum of $3000 at any one time, and a minimum of $100. 
    Requests for amounts above $3,000 or below $100 are automatically ineligible for assessment.
  • Organisations may only apply for one Community Resilience Grant per township. 
  • Full financial disclosure is required. The latest annual Financial Report and current bank statement(s) for the organisation MUST be provided.  Applications submitted without a Financial Statement and current bank statement are automatically ineligible for assessment.
  • Quotes should be submitted as part of an application.

Eligible activities:

  • Events/ Activities – resilience building community events including, community led events focused on preparing and informing people before, during and after disasters.  
    This could include volunteering expos, community meet & greet days to promote community groups in a township, community connections sessions, getting to know your neighbour activities, movie nights/family focused events that focus on building the capacity of local people. 
  • Training - general emergency preparedness training that supports community strengthen the capacity of the community including first aid courses, mental health first aid training etc  
  • Other projects and activities -that build community resilience against future disaster events and meet eligibility requirements.

Activities NOT eligible

  • Day to day operating costs
  • Offsetting salaries or costs for existing staff
  • Projects that are within the responsibility of another State, Federal or Local Government program and/or are more suitably funded under another program
  • Clean up activities that may have a negative impact on the environment, heritage, existing businesses, services and/or communities
  • Asset purchases benefiting individuals
  • Purchase of equipment with an effective life greater than three years
  • Projects that require ongoing or recurrent funding to succeed or deliver benefit
  • Catering costs

Assessment

  • Applications which target areas or townships impacted by an emergency in the last 5 years will be prioritised as part of grant assessment.
  • Panel – Applications will be assessed by a panel of at least 3 appropriate persons, made up of council employees.
  • All persons involved in assessment will declare any interest (real, potential or perceived) prior to administering or assessing any applications.
  • Councillors are not eligible to act as assessors on assessment panels for Council Grant programs.

Funding Agreement / Acquittal requirements

  • Funding must be expended by 30 June 2025, or the funds must be refunded to Council.
  • Monies received must only be spent on the project as approved by Council. To vary the purpose for the allocated grant funds, written permission must be obtained in writing from Council prior to spending the funds. Any unspent funds must be returned to Council.
  • Failure to abide by the grant conditions could impact an organisation’s chances of receiving further funds from Council.
  • At completion of the project, the grant recipient must submit a Grant Acquittal Report with all required accompanying documents.
